Nearly 11,000 individuals experienced homelessness in Jefferson County in 2023, an issue which has persisted and grown over the last several years.
The Community Care Campus will serve as a central location for unhoused residents to access emergency housing services, including a family shelter and permanent, affordable housing.
Volunteers of America Mid-States was selected to manage the campus, including the creation of a master plan, and to facilitate community engagement. We plan to relocate our headquarters (HQ) to this space with upwards of 75 full time employees.
The Plans
- A new emergency family shelter that will house 34 families.
- 80 units of permanent affordable housing.
- Other potential wrap-around services to assist in housing.
- Additional social services and a variety of community resources.
Expected Outcomes
Individuals and Families
Will experience less anxiety, have secure housing, health needs addressed, safety and food stability.
Neighborhood
Input in the planning process to ultimately develop a clean, professionally managed campus with VOA HQ, which will be engaged and responsible neighbors.
Community
Enhanced public safety, tourism, visitor and local engagement in Downtown Louisville.
Return on Investments Estimates
Fire: Cost savings of $12 million
- 12-15% of 2023 incidents involved interactions with the homeless population.
- Responded to 47,603 incidents in the Urban Services District in 2022. 5,500 – 7,000 were from the homeless population.
Solid Waste Management: $200,000
In 2022 $619,000 was spent, $400,000 in 2023 with reduced cost due to changes in reorganization, not frequency.
Economic Impact
- Total adults in Louisville homeless population (2023) – 8,000 (rounding).
- Total with one or more source of income reported– 3,000 (38%).
- Total with only earned income (reported) – 700 (9%).
- Other income sources include unemployment insurance, SSI, SSDI, VA, private disability, worker’s compensation, TANF, SS retirement, pension, child support and alimony.
